This is a rather interesting turn of events and may turn out rather advantageous. If I were a drug smuggler why would I take the risk of crossing the US border when my customers will come to me as drug tourists ? Then for my high-volume customers it would be they that have to take the risk of carrying the stuff back into the US.
As tourist dollars flow into Mexico so too will opportunity as service, medical and food industries expand with the demand. Then when the junkie's flock to Mexico it will fall upon their health and welfare systems to address the problem. With enough opportunity we might even see many illegal-aliens head back to their real home.
